Michael D. Cesaro joined the Governmental Services Department of the Firm in 1989 after graduating Summa Cum Laude from Glassboro State College (Rowan University) where he earned a B.S. in Business Administration. He was admitted as a Partner of the Firm in 2005 and served as the firm’s Managing Partner from July 2015 through June 2022. Prior to serving as Managing Partner, he served as Chairman of the Governmental Services Department. His areas of expertise are the audits of county and municipal governments, school districts, non-profit organizations, and federal and state financial assistance programs. He is licensed to practice as a Certified Public Accountant, Registered Municipal Accountant and as a Public School Accountant in New Jersey. He has also been certified by the New Jersey Department of Community Affairs, Division of Local Government Services as a Certified Municipal Finance Officer.
EXPERIENCE
Mr. Cesaro has extensive governmental accounting and auditing experience. He has performed accounting, auditing and budgeting services for numerous municipalities, counties, school districts, and non-profit organizations most subject to the requirements of the Single Audit Law. He also serves as a frequent discussion leader and speaker for various continuing professional education courses in the areas of municipal accounting, auditing and budgeting.
MEMBERSHIP IN PROFESSIONAL AND CIVIC ORGANIZATIONS
Mr. Cesaro is a member of the American Institute of Certified Public Accountants and the New Jersey Society of Certified Public Accountants. He currently serves as a member of the Governmental Accounting and Auditing Interest Group and previously served a two-year term as Leader of the Interest Group, as a nine-year member of the Professional Conduct Committee and a member of the Audit Committee. Mr. Cesaro is also a Trustee and Immediate Past-President of the New Jersey Registered Municipal Accountant’s Association, where he had held the titles of President, Vice-President, and Treasurer. Mr. Cesaro is also an associate member of the Tax Collectors and Treasurers Association of New Jersey.
In the community, Mr. Cesaro serves as the 3rd Vice President and Executive Board Member of the Gloucester County NAACP which has the vision to ensure an inclusive community rooted in liberation where all persons can exercise their civil and human rights without discrimination; serves on the Rowan University Accounting Advisory Board, which has the mission to strive to enhance the effectiveness, visibility, and long term success of the accounting program at Rowan University’s Rohrer College of Business; serves as a Member of the 200 Club of Burlington County which provides financial assistance to the families of fallen or injured members of the State Police, County and Municipal Police, Fire or Emergency Medical Services serving the citizens of Burlington County; for over two decades coordinated and facilitated charitable efforts to assist students of Camden City via his involvement with the School District of Camden’s District Parent Center; volunteered as a Board Member of the American Red Cross of Southern New Jersey serving Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester and Salem Counties after previously being the organization’s Chairman, Vice-Chairman and Treasurer; volunteered as a member of the Advisory Council for the Food Bank of South Jersey; and also assisted in promoting childhood cancer awareness through his service with the Emmanuel Cancer Foundation. Mr. Cesaro is a resident of East Greenwich Township, Gloucester County.
